Background:
The OSCE Office in Tajikistan is looking for highly qualified, motivated and experienced Tajik professionals for the position of Senior Administrative Assistant for its Border Management Staff College (BMSC) in Dushanbe.
Tasks and Responsibilities:
Under the supervision of the National Administrative Officer of the Border Management Staff College, the Senior Administrative Assistant is responsible for providing administrative and logistic support to the entire BMSC:
· Assists the National Administrative Officer in coordination and monitoring of work of the local staff of the administrative and logistic unit of the BMSC;
· Prepares the first draft for the BMSC’s budget for consideration by the supervisor; assists staff members in all aspects of accounts maintenance and budget control by establishing monthly status reports on the financial situation showing allocations and unspent balances; updates calculations using latest exchange rates; draws attention to potential funding problems. Monitors expenditure against approved budget; proposes budget adjustments for agreement with the OSCE Secretariat, Vienna; ensures that expenditures do not exceed allotments;
· Maintains accounting records, ensuring that financial regulations are correctly applied. Ensures that the activities of the BMSC are conducted in accordance with the OSCE Secretariat rules;
· Participates in the bidding procedures, including whenever required the review and evaluation of offers received, and selection of the contractor. Submits purchase requests through the Integrated Resource Management Asset (IRMA);
· Oversees the human resources functions, selection processes for local staff, briefing, and payroll operations;
· Oversees the building management operations, i. e. office space, maintenance, and the control of assets;
· Oversees the travel and transport operations, i. e. booking of air tickets for official travels, travel expense claims, usage of official cars, assignments of drivers, etc.;
· Performs other duties as assigned.
Requirements:
· Secondary education supplemented by studies in business and administration or finance;
· Minimum 6 years working experience in finance or administration, part of which should preferably have been in an international environment, experience in project management, including project monitoring and reporting;
· Computer literate with practical experience with Microsoft packages;
· Excellent oral and written communication skills in English and Russian and Tajik languages;
· Holding of a valid driving license;
· Ability to work with people of different nationalities, religions and cultural backgrounds;
· Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
Remuneration:
Monthly remuneration, subject to social security deductions, is 894.50 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
