Position Title: Program Manager

Mercy Corps works to promote sustainable development in Tajikistan through concentrated efforts in economic development, food security, health and nutrition, and strengthening of civil society. Program operations span four regions: the central Rasht Valley, Southwestern Khatlon Oblast and the areas around the capital, Dushanbe.
The proposed intervention is a 3-year program of Peaceful and Prosperous Neighbors (PPN) that enhances sustainable livelihood opportunities and protection, through the promotion of social integration and peaceful coexistence, for vulnerable refugee and Tajik migrant communities. These three components – livelihoods, integration and coexistence – have been designed to overlap and reinforce each other, and all contribute to the expansion of protection space for vulnerable beneficiaries from exploitation, economic dependence, potential violence or conflict, and human rights’ abuses.
Program Manager will manages the implementation of Peaceful and Prosperous Neighbours (PPN) project by promoting Livelihoods and Protection Space in Tajikistan’s Refugees Communities and develop new opportunities within this portfolio and build upon existing foundational efforts to introduce financially and operationally sustainable delivery of these objectives. Leads the program to ensure sustainable livelihood opportunities and protection, through the promotion of social integration and peaceful coexistence, for vulnerable refugee and Tajik migrant communities.
This position is responsible for ensuring proper coordination between field and office activities and managing program staff for the above-mentioned. S/he will work closely with Mercy Corps management, program team members to liaise with relevant authorities, stakeholders and other organizations to ensure the implementation of quality programming in Rudaki and Vahdat districts. The position is based in Dushanbe.
1. Leadership and guidance of the program team in implementing market-oriented vocational skills programming, employment opportunities and building sustainable communities, focusing on protection principles, social integration and peaceful coexistence;
2. Oversight and financial management of project budget in liaison with finance department;
3. Regular travel to intervention areas and other field offices to support the PPN team and ensure that any modules or plans developed prioritize sustainability through a community-driven approach and reflect the needs of the team as well as the capacity;
4. Establish reliable network of stakeholders: local NGOs, business associations, Adults Education Centers (AECs), private sectors to facilitate sustainable livelihood.
5. Identifying areas for improvement and growth of the current approach, through research and working with the team to develop content for programmes including leadership, communications and conflict mitigation and other life skills for communities
6. Actively contribute on business development of the portfolio and liaising with other non-governmental, government and private sector partners, including Afghan Refugee Committee (ARC) working with the Country Director and Communications Development Officer;
7. Develop communities empowerment and engagement mechanisms programmatically with support from Mercy Corps Country Director, Improve understanding of the profile of Afghan refugees to inform programming targeted to meet their needs;
8. Ensure that the PPN program is constantly pursuing effective and innovative program activities that are responsive to the needs of the target communities;
9. Facilitate the process of enhancement the sustainable livelihood programming in the targeted communities and help build Mercy Corps’ position as a thought leader
10. Support the Mercy Corps Tajikistan HR department and external stakeholders, for gender mainstreaming and equity methodology for Mercy Corps Tajikistan, MC policies, and other relevant domestic and international organizations.
11. Assist the Mercy Corps teams with internal and external communications (press releases, case studies etc.), reporting to the donor as well as liaison with the donor.
12. Conduct pre-monitoring visits to assess the suitability of proposed program activities.
13. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
14. Other duties as assigned.
Team Management
1. Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
2. Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
3. Supervise, hire and orient new team members as necessary.
4. Provide team members with information, tools and other resources to improve performance and reach objectives.
5. Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.
6. Build program staff capacity, and be a champion for PM@MC to encourage proper fulfillment of PM@MC requirements
1. Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.
2. Communicate effectively to ensure overall project targets and donor obligations are met.
Accountability to Beneficiaries
Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
Organizational Learning
As part of Mercy Corps’ agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning activities.
Relevant development qualifications, ideally to Masters Level are preferred, but more importantly experience relevant experience in supporting the integration of refugees and/or market driven approaches for development
Demonstrated ability to build staff capacity as well as excellent team and interpersonal relationship skills, especially in a cross-cultural setting, required.
Ability to communicate programme objectives and represent Mercy Corps to international donors, government officials, local groups and community members is critical.
Proven experience in building relationships with industry, including industry representative bodies and individual private sector organisations
Proven knowledge in building training institute capacity including trainers and the supporting learning infrastructure and resources.
Evidential experience in a fragile state country context to develop & strengthen institutional capacity and sustainability and to mentor and build capacity of key individuals responsible to technical and strategic outputs
Previous experience working in Tajikistan, Afghanistan, South Asia or Middle East and/or knowledge of the region is preferred.
Experience coordinating with other international agencies and government bodies required.
Knowledge of English and Tajik/Farsi languages is essential.
Do This
- Ability to act as intermediary between program and operations staff to ensure smooth process flow while maintaining a balance between program implementation and compliance with Mercy Corps and donor policies.

- Experience and ability to manage and mentor staff
- Demonstrated skills in monitoring and evaluating programs, and using results to improve program.
