Terms of Reference for Project Officer
I Background.
The Government of the Republic of Tajikistan has received financing from the World Bank toward the cost of the Institutional Capacity Building to Ministry of Economic Development and Trade. The objective of the project is to strengthen the capacity of Ministry of Economic Development and Trade (MEDT) to fulfillitscore development functions using evidence-based strategic analysis during the upcoming medium and long-term national development strategy planning cycles.
Coordination and oversight over the substance of the grant activities will be ensured by a task force group chaired by the Deputy Minister of MEDT. To assist the task force group in implementation of the Project the MEDT intends to hire a Project Officer.
II Objectives of the assignment
The main objective of the assignment is to support effective implementation of the Project in accordance with the requirements of the Grant Agreement.
III Scope of Work
The principal responsibility of the Project Officer will be:
i) to manage the procurement process in order to ensure strict compliance with theWorld Bank procurement rules and procedures as well as the relevant regulations of the Republic of Tajikistan. The Project Officer will coordinate procurement activity, completion of procurement plans, bidding documents, conduct negotiations with contractors, or consultants, or suppliers, and manage deliveries of works, services and goods;
ii) to manage financial management aspects of the project and work closely with respective departments of the MEDT on FM relevant issues. The Project Officer will implement activities related to the project financial management arrangements and provide advice to the implementing agencys respective staff on financial management matters; The Project Officer will prepare and submit to the World Bank quarterly Inter finance reports (IFRs) in time and manner indicated in the legal agreement;
iii) drafting project related documents, including official correspondence with the World Bank and the Government of the RT related to the project in coordination with Project Director;
iv) arranging project planning and project implementation activities;
v) any other assignments related to the project that may be requested by the Project Director.
IV Reporting
Project Officer will report directly to the Project Director. The Project Officer will submit monthly timesheets and monthly report on his/her activity, which the Chief Accountant and the Project Director shall approve before the project makes payments to the Consultant.
V Languages
The Project Officer shall work in the English, Russian and Tajik Languages.
VI Qualifications
• Higher education ineconomics, law, finance, public administration, management or other related fields;
• More than 3 years experience of work in the field of finance, accounting or relevant area
• 3 years of working experience in International Organizations (preferable with World Bank institutions);
• Knowledge of finance reporting and budgeting;
• Fluency in English, Russian and Tajik;
• Good computer skillsin MS Word. MS Excel, PowerPoint and Internet.

VII Duration.
The assignment is planned to start in October 30,2016 and continuing through 31 of May 2016.
